What is the latest state of the implementation of the Mahsa Act?
We need to know of shortcomings in budget, or other resource allocations. Achievements and milestones ought to be tracked as well.

Though I would prefer to have a public record, I will not go through the chore of copying those emails and chats into here. Instead, the subsequent tasks will be carried out on this forum, now that it has become available.
The initial communication for this task took place via email. Those were before this forum was set up.

I think a useful question is to ask: Is Task MA3 complete?
It was defined as determination of the current state of the Act's
implementation. Its subsequent task is MA2: Identify what remains for
the Act to be implemented.
Therefore, if we have an understanding of Delegation, including what
it entails, then we might be able to start MA2.
For instance, if Delegation is only symbolic, then we'd know that
nothing has been implemented yet. In that case, the answer to MA3 is,
'_Nil_ has been implemented'; and we can start MA2.

Mitra,
I looked at the doc you sent. As
. it is often the case that the Pres _Delegates_ such work to the the
secretary of the treasury and secretary of state;
then the process of implementation has been started. I expect that the
two Secretaries have not yet done anything, as the Delegation
announcement was only ten days ago.
Unless if you argue that I'm wrong, I think that this completes Task
M3: The Act's implementation has been initiated, but likely nothing
has yet been implemented.
